Representative Wilson moved and asked unanimous consent that CSSB 39(L&C) be returned to second reading for the specific purpose of considering Amendment No. 1. There being no objection, it was so ordered. The Speaker stated that, without objection, CSSB 39(L&C) would be returned to second reading for all amendments. Amendment No. 1 was offered by Representative Wilson: Page 3, line 12: Delete "film office" Insert "Department of Revenue" Page 3, line 16: Delete "film office" Insert "Department of Revenue" Page 3, line 25: Delete "film office" Insert "Department of Revenue" Representative Wilson moved and asked unanimous consent that Amendment No. 1 be adopted. Objection was heard and withdrawn. There being no further objection, Amendment No. 1 was adopted. Amendment No. 2 was offered by Representative Wilson: Page 3, following line 19: Insert a new subsection to read: "(b) To qualify for a film production tax credit under (a) of this section, a film producer shall, before January 1, 2019, provide to the Department of Revenue a complete production cost report detailing 2015-04-18 House Journal Page 1050 the qualified expenditures of the production, with verification by an independent certified public accountant licensed in the state and approved by the Department of Revenue, that the costs claimed in the report are qualified expenditures under former AS 44.25.130 or former AS 44.33.236, as applicable, and that there is no outstanding balance for a qualified expenditure that is due to a person in the state. The Department of Revenue may not authorize a film production tax credit if the cost report is filed after December 31, 2018." Reletter the following subsections accordingly. Representative Wilson moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Tuck objected. Representatives Johnson and Gruenberg moved and asked unanimous consent that they be allowed to abstain from voting because of a conflict of interest.
